Duae Rotae Hic Relictae Perimentur - which I think means 'Two-wheelers left here will be removed' - though they never are.

Update: a Greek scholar informs us that:
"The sign is in Latin and Greek. Bicycles left here will be destroyed (or maybe perish) because they had no bicycles in ancient Rome or Greece it says two wheels for bicycle."
