The ends of racks can be designated for cargo cycles, families and for disabled users (see: #165049, #170171). Organisations may provide disabled car parking but rarely do you find racks that accommodate disabled cyclists. Note the reflector on the rack. I haven't seen these before. It seems an example of good practice. It likely is there result of the racks being hit by reversing motor vehicles. Other image this event today and links: #193497.
