Wow! All change again and this time looks a little more permanent! Is there a chance that my badgering here has had some effect? We'll see.

After all these.... this location (amongst others along this stretch) the cars have moved to, as far as I know, a legal place to stop. Not condoning parking on grass verges, but from my point of view, it's a distinct improvement.

Highway Code Rule 140 (backed up in law)
You MUST NOT drive or park in a cycle lane marked by a solid white line.

And the 1988 Road Traffic Act, section 21.
Any person who, without lawful authority, drives or parks a vehicle wholly or partly on a cycle track is guilty of an offence. Unless:

saving life, or extinguishing fire or meeting any other like emergency
maintaining of any structure or other work situated in the cycle track or its verges
undertaking work on water, sewerage electricity, gas, or telecomms network
