This is a classic case of a driver with a "I just must get ahead" attitude. It did absolutely nothing to speed their journey and only acted to block me.
On top of that, looking at the road markings and video-clip timings, their average speed was 17mph. Given the driver was stopped at the end, the breaks where on from the start of the clip, and taking straight line breaking, that means they passed me at 34mph, in a 20mph limit. Even adjusting the breaking, still the start speed is well over the limit.
So, I'd suggest speeding as well as careless driving here, in a residential area.
