This is breaking the law but also recognised as being very dangerous, mainly as it's a contraflow cyclelane. There are schools nearby and a lot of children use this to get to and from school.

Further, the correct way to behave when encountering such illegal behaviour is to get off the bike and walk it along the pavement, not ride out into the lane as it's only for oncoming traffic. That's not possible here as they have completely blocked the pavement as well.

I get off my bike and walk along the road taking great care when passing the vehicle especially as I get to the back as people are working there. During this I spot the really sickening fact that their is a Fulchers van in a legal parking spot directly opposite. So, they could have parked perfectly legally, especially as there's lot of legal parking only a few dozen yards away.

And the 1988 Road Traffic Act, section 21.
Any person who, without lawful authority, drives or parks a vehicle wholly or partly on a cycle track is guilty of an offence. Unless:

saving life, or extinguishing fire or meeting any other like emergency
maintaining of any structure or other work situated in the cycle track or its verges
undertaking work on water, sewerage electricity, gas, or telecomms network
