The new GCP/Marshalls cycle barometer - which is only recording cyclists heading towards the town centre. Not sure if this was intended. To clarify - the number recorded does not change when cyclists head to the left, away from the centre.

Sorry again folks for the rubbish quality video, but as I was walking past the cycling barometer at 23:48 I noticed it was close to 3000, so I stopped to record the moment. It goes from 2999 to 3000 in the very first bit of this vid.
