4.15pm on a weekday and traffic heading towards the Catholic Church junction gets there and passes through the junction without delays

At 4.15pm, traffic heading to this junction only ever queues this far, and leaves the junction quickly

Buses get stuck in traffic because of the sheer number of private motor vehicles, most of them containing a single occupant. A good demonstration of why congestion charging is needed.
